National baseline tool on business and human rights

Person making bricks from clay
The national baseline tool is an online tool enabling users to create a ‘snapshot’ report on how a country has implemented the UN Guiding Principles on Business and Human Rights (UNGPs).

What is the purpose of the national baseline tool?

This online tool produces a ’snapshot’ report on the status of implementation of the UN Guiding Principles on Business and Human Rights in a country based on the information provided by the user. This ’snapshot’ report can be used to:

  • Develop a national baseline assessment (NBA), which in turn can support the formulation and prioritisation of actions in a national action plan on business and human rights;
  • Identify/prioritise further research and data collection needs on business and human rights;
  • Develop recommendations on business and human rights;
  • Support reporting to regional and international human rights bodies;
  • Track progress over time.

Users will see a questionnaire with predetermined answer options and supportive guidance. Additional resources are provided under each question to guide researchers interested in diving deeper into specific business and human rights topics. Once the national baseline tool has been completed, a downloadable report will be generated for the user, which can also be uploaded on to a public facing database.

How do you get started with the tool?

You can access the tool at http://bhrbaseline.humanrights.dk/. The tool is free to use and can be completed at your own pace. The only requirement before getting started is to create your own user profile.

The tool is available in English, French and Spanish.

  • countries that already have NAPs
  • countries with an official commitment to development a NAP
  • countries where non- state actors have taken efforts to start a NAP development process.

A range of further resources to complement this Toolkit have been developed by the Institute and other actors and are available at www.globalnaps.org/resources
