The Indigenous Navigator provides a framework and a set of tools to monitor indigenous peoples’ human rights and ensure they are not left behind.

The Indigenous Navigator tools can monitor the implementation of:

  • The UN Declaration on the Rights of Indigenous Peoples
  • Core human rights conventions as they pertain to indigenous peoples
  • Essential aspects of the Sustainable Development Goals
  • The outcomes of the World Conference on Indigenous Peoples

Why monitor indigenous peoples’ rights?

The Indigenous Navigator tools facilitate systematic generation of quality data on indigenous peoples’ human rights and development situation, which can be used for a number of purposes:

  • Raising awareness of indigenous communities about their rights and contribute to their empowerment and ability to claim their rights
  • Guiding indigenous peoples’ self-determined governance and development strategies
  • Holding states accountable by monitoring their compliance with – or failure to meet – human rights obligations with regards to indigenous peoples
  • Supplying data on indigenous peoples’ human rights and development situation to UN agencies and UN mechanisms addressing indigenous peoples' rights, such as the UN Special Rapporteur on the Rights of Indigenous Peoples, the Expert Mechanism on the Rights of Indigenous Peoples (EMRIP), and the UN Permanent Forum on Indigenous Issues (UNPFII)
  • Providing evidence whether States are complying with the commitments they made at the World Conference on Indigenous Peoples (WCIP)
  • Ensuring that development policies and development programs, including those designed to reach the Sustainable Development Goals (SDGs), leave no one behind

The Indigenous Navigator is a collaborative initiative realised by a consortium of six partners, with the support of the European Union:

  • International Work Group on Indigenous Affairs (IWGIA)

  • The Danish Institute for Human Rights
  • Indigenous Peoples Major Group for Sustainable Development
