Building stronger institutions in Kyrgyzstan

More efficient institutions, enhanced access to justice and increased awareness of human rights is among achievements of our work in Kyrgyzstan


The Danish Institute for Human Rights (DIHR) is working in close partnerships with the national human rights institution (NHRI), the Constitutional Committee of the Kyrgyz parliament (CCLP) and the Ministry of Justice in Kyrgyzstan. By contributing to the capacity development of stronger, more independent and more efficient institutions we support better access to justice and human rights protection for the Kyrgyz population.

Stronger implementation of laws

Lack of implementation of laws in various regions is one of the major challenges in Kyrgyzstan. To strengthen implementation, we supported CCLP in development and finalisation of a ‘Monitoring Manual on Implementation of Laws’. It is the first document ever produced by the legislative body to provide oversight of the delivery of public services by the government.

Together with an expert community (both national and international), our legal experts have also contributed to a new draft law to ensure greater independence of the NHRI and we have supported the institutions capacity development to fulfil its mandate.

Better access to justice and legal awareness

In 2018 the Ombudsman Institution of Kyrgyzstan launched an electronic complaints-handling web-based module, which has given citizens the opportunity to submit complaints online for the first time. It has helped cut down lengthy bureaucratic procedure, provided easier access for vulnerable groups and people living in remote rural areas, and reduced cases of corruption.

Throughout 2016-2018 and after four waves of the awareness raising national campaign “Know your rights”, 11,700 persons received free legal aid across the country. The campaign has been a catalyst for cooperation among governmental entities at both central and local levels.
These are just a few of many of improvements that DIHR has contributed to through our partnerships with institutions across the human rights system since 2014.
