Eni Mexico human rights impact assessment

A human rights impact assessment conducted for Eni Mexico’s Area 1 development project.

This report presents the findings and recommendations of a human rights impact assessment (HRIA) conducted for the energy company Eni Mexico’s Area 1 development project in March 2019 by the Danish Institute for Human Rights.

The assessment was carried out in two main phases:

  1. Initial desktop research to map preliminary human rights risks and impacts and stakeholders;
  2. An in-country mission to collect primary data from relevant internal and external stakeholders, including rights-holders. At the time of the assessment the project activities were it in its final phase.

 

About Eni Mexico’s Area 1 development project

Eni Mexico’s Area 1 development project includes three offshore oil fields (Amoca, Mitzón, and Tecoalli), discovery wells, an offshore sealine, an onshore pipeline and an Onshore Receiving Facility.

Observations, recommendations and action plans

Observations and recommendations were developed around six main areas: general human rights issues, human rights of fishing communities, human rights of local communities, human rights in the workplace, impacts on women and human rights and security.

To enable Eni to act on the assessment findings, DIHR developed a total of 56 recommendations for Eni Mexico and Eni Impresso, the structure of Eni which oversees sustainability policies, methodologies and tools, respectively.

Eni Mexico, with the support of Eni Impresso, has developed a human rights action plan to address the HRIA recommendations.
