Study on business, environment and human rights in Honduras

This study on business, environment and human rights in Honduras aims to contribute to the implementation of the UN Guiding Principles on Business and Human Rights in Honduras by identifying gaps and opportunities in law, policy and practice in the areas of environment, business and human rights.

The draft study was discussed in workshops and meetings with government agencies, civil society, affected communities and private sector organizations in Honduras. This final version includes the valuable comments, information and insights provided in these consultations.

Título español: Estudio sobre las Empresas, Medio Ambiente y Derechos Humanos en Honduras

Resumen en español :

Este estudio sobre las empresas, el medio ambiente y los derechos humanos en Honduras espera contribuir con la implementación de los Principios Rectores sobre las Empresas y los Derechos Humanos de las Naciones Unidas en Honduras mediante la identificación de vacíos y oportunidades legales, de política pública y de la práctica en materia ambiental y de empresas y derechos humanos. El estudio examina la manera en que los estándares e instrumentos de medio ambiente y derechos humanos aplicables al contexto de las actividades empresariales en Honduras se integran a procesos de evaluación de impacto ambiental y de licenciamiento ambiental vigente en el país. De manera específica, se destaca el impacto a grupos vulnerables en Honduras, tales como los pueblos indígenas y afrohondureños y las personas defensoras de derechos humanos y el medio ambiente. Finalmente, se presenta recomendaciones para el Estado de Honduras, las empresas hondureñas y extranjeras con operaciones en honduras y el Comisionado Nacional de los Derechos Humanos para fortalecer el respecto de los derechos humanos en las actividades empresariales en Honduras.

Summary: 

This Study on business, environment and human rights in Honduras intends to contribute to the implementation of the UN Guiding Principles on Business and Human Rights in Honduras. To this end, the study identifies current gaps and opportunities on regulations, public policy and practice in the areas of environment, business and human rights in the country. The study examinates how environmental and human rights standards and legal instruments applicable to business activities are integrated into the current environmental impact assessment and licensing regulations and procedures.  Moreover, the study highlights the impacts to vulnerable groups in Honduras, such as indigenous and afro-Honduran communities as well as human rights and environmental defenders. The study concludes with recommendations for the State of Honduras, for business operating in the country and for the National Human Rights Commission on steps they that can be taken to strengthen the respect of human rights in business activities in the country.
