Strategic plan for the Libyan National Council

The project guided the development of a strategic plan, which is the foundation upon which human rights reform and programmes can be facilitated.

Purpose

The purpose of the project was to support the Libyan National Council for Civil Liberties and Human Rights (NCCLHR) to fulfil its mandate and work in accordance with the Paris Principles in order to pave the way for an effective framework for human rights protection in Libya. Hence, the project aimed at making a plan with the Council in order to clarify what has to be done in the next three years.

In a first phase a partnership between the NCCLHR and the Danish Institute for Human Rights (DIHR) was formally established through a Memorandum of Understanding (MoU). Following that, a strategic plan for the Council was developed in co-operation with DIHR and approved by the Council. Danish experts conducted a one-week workshop in Tripoli on how to draft such a plan and finally issued it together with the Council. In a last phase an action plan was drafted and adopted.

The project started in November 2013. In March 2014 the strategic plan was accepted. In April 2014 an action plan with the National Council got adopted.

The difference we made

It was the first time that a Libyan national human rights council issued a strategic plan. In addition, it was not just an exercise on the actual development of such a plan, but especially also an undertaking to increase the understanding and capacity of the council on how to do such planning. International actors like the United Nations Development Programme (UNDP) endorsed the strategic plan and acknowledged it as the blue print for the council.
