Respected and accessible Albanian Ombudsman

Since 2012 the Institute has worked with the Albanian Ombudsman to strengthen its ability to improve rule of law and human rights in Albania.

The difference we made

Treatment of detainees

The Danish Institute for Human Rights' support to the Ombudsman has contributed to the adoption of an Amnesty Law and to construction of new prison facilities to combat overcrowding.

Capacity development

The establishment of an effective National Preventive Mechanism (NPM) to fulfil The Optional Protocol to the UN Convention against Torture (OPCAT), is a result of our capacity building within the Ombudsman Institution.

Regional outreach

The Institute has contributed to an increase in complaints filed at the Ombudsman from remote areas. At the end of 2016, 35 % of the total amount of complaints were filed through regional offices.

In 2016, the authorities complied with 93 out of 197 recommendations from the Ombudsman

Agenda setting

The Institute's support has strengthened the Ombudsman in setting the national agenda for human rights issues in Albania by supporting the elaboration of annual human rights and NPM reporting to the National Assembly in coordination with civil society.

A regional actor

The Institute's capacity building has enabled the Ombudsman to be actively involved in the regional NHRI network.

Cooperation with civil society

The Institute's support has enabled cooperation and coordination between the Ombudsman and civil society for setting the national agenda on issues such as rights of children under public care, rights of disabled and rights of the Roma minority.
