Papua LNG human rights impact assessment

A human rights impact assessment conducted for the Papua Liquefied Natural Gas Project - with a focus on gender, security and conflict.

This summary report presents key findings and recommendations of a human rights impact assessment (HRIA) conducted for the Papua Liquefied Natural Gas (LNG) Projectin March 2017 by the Danish Institute for Human Rights.

The report is structured into two parts.

Part 1 comprises the introduction to the assessment and overview of the project area of influence.

Part 2 presents a summary of the key findings and recommendations of the HRIA with regard to human rights due diligence and the three thematic areas: gender, security and conflict. A contextual overview is provided for each of the three thematic areas. The report was drafted in 2017 and reflects findings and recommendations at that time.

The Papua LNG Project

The project deals with liquefied natural gas (LNG)in Gulf Province, Papua New Guinea, and is being operated by Total E&P PNG.

About the project

The project is a joint venture, with Total E&P Papua New Guinea being the operator. Read more about our collaboration with Total.

The Elk-Antelope fieldis a significant gas discovery in Papua New Guinea. It is located approximately 120km inland from Kerema, and 340km northwest of Port Moresby.

At the time of the assessment, the Project was in the preparatory pre-front end engineering and design (pre-FEED) stage; and the environmental, social and health impact assessment was under way, with most of the baseline studies completed at the time of the HRIA.
