The Danish Institute for Human Rights is cooperating with strategic partners on enhancing human rights standards and supporting institutional reforms initiated by the new Constitutional requirement of Morocco

Morocco has undergone significant changes in its rule of law and human rights development in the last decade. The 2011 constitution enshrined the principle of separation of powers and guaranteed the exercise of civil liberties. However, the implementation of the Constitution's provisions remains a challenge. Strong state human rights actors dedicated to protecting and monitoring human rights characterise Morocco's human rights landscape.

What we do

Since 2017, the Danish Institute for Human Rights (the Institute) has cooperated with strategic partners to achieve common goals under the Danish-Arab Partnership Programme (DAPP) framework.

The Institute is cooperating with governmental human rights focal points and national human rights institutions so that they realise their catalytic roles within their national human rights systems to achieve the following objectives:

  • The Paris Principles are applied, and human rights are actively promoted and protected;
  • Governmental human rights focal points are fulfilling their mandates, both regarding international obligations and national human rights agendas;
  • Mechanisms for civil society are strengthened to ensure public participation in the promotion of human rights;
  • Generate knowledge, exchange experience, promote awareness-raising, networking for mutual capacity development and learning at the national, regional and international levels. 

The Consortium for Human Rights and Inclusion

The Danish Institute for Human Rights is working in a Human Rights and Inclusion Consortium* (2022-2027) funded by the Danish-Arab Partnership Programme. Its members are:

  • The Danish Institute Against Torture (Dignity)
  • International Media Support
  • KVINFO – Denmark's Research Centre for Gender and Equality
  • The Danish Institute for Human Rights.

In collaboration with its strategic partners, the Danish Institute for Human Rights works for human rights through partnerships with national human rights actors, such as state and governmental institutions.

In Morocco, the DIHR developed a strategic partnership with the Inter-ministerial Delegation for Human Rights (DIDH) and signed, in October 2019, a Memorandum of Understanding (MoU) to further support the Moroccan reform process concerning human rights. 

The DIHR has also opened a strategic dialogue with the Ministry of Justice to explore avenues of cooperation in protecting and promoting human rights in the Judicial sector. 

In addition, the DIHR is in dialogue with civil society organisations to support rights holders' inclusion in dialogue mechanisms with duty bearers.
