Key Qualifications
Rikke Frank Joergensen has specialized in the field of information and communication technology (ICT) and human rights, specifically how use of ICT may strengthen or weaken human rights standards. She has a broad knowledge covering ICT usage, strategy and development, human rights standards and history, and how the two areas have intersected over the past years.

Her experience includes five years of ICT policy making within the Danish Government, ten years as a human rights professional, ten years of international advocacy and board positions within the field of “cyber rights”, numerous presentations and writings on the topic, as well as participation to the UN World Summit on the Information Society (2003-2005) as human rights expert in the Danish delegation and co-coordinator of civil society’ s Human Rights Caucus. Current areas of work include the human rights responsibility of the ICT sector (UN Guiding Principles); internet users’  rights (derived from existing human rights standards); youth, privacy and social media (collaboration with the Danish Media Council, The Danish Consumer Council, Danish Broadcasting Corporation, and Berlingske Media); and freedom of expression on the internet.

Rikke is an external lecturer at the International Master on Communication and Globalisation at Roskilde University. She is also appointed expert to Council of Europe's working group on Rights of Internet Users (2012-2013).

She has traveled extensively in most parts of the world, and has lived in Greenland and the United States.


Main Research Interests
Rikke Frank Jørgensen's research focuses on ICT as a civil society resource, but also debates internet regulation more broadly.
