We have worked in Kyrgyzstan since 2004. We contribute to the development of effective and self-sustaining national human rights systems.

What we do

The goal of our engagement in Kyrgyzstan is to ensure effective and self-sustaining national human rights systems through increased capacity of state actors.

We have worked with the Police Academy, the Judicial Training Centre, the Supreme Court and the Ombudsman Institution. In recent years, the Institute has focused on building a human rights dialogue platform between key human rights state institutions and civil society, also known as the Human Rights Advisory Board (HRAB).

Since 2014, we have implemented an EU Rule of Law project, supporting state institutions with an oversight function.

Furthermore, we are engaged in a partnership with the East-West Management Institute in the frame of the Rule of Law and Anti-Corruption Activity (ROLAC) programme (2021-2026) in the Kyrgyz Republic (funded by the United States Agency for International Development). In this programme, we aim to contribute to the successful implementation of the following activities:

  • Collaboration between the Judiciary, Judicial Support Organisations, and the Public Enhanced, where we will review the implementation of the action plan developed under the National Concept on Improving the Legal Culture of the Population of the Kyrgyz Republic and providing support to the Ministry of Justice to develop a follow-on plan.
  • Strengthen government monitoring mechanisms by facilitating regular dialogue between the Ombudsman Institution, the Parliament, and the executive to improve coordination in relation to the Ombudsman’s reporting, follow up, and monitoring mechanisms.
