The programme has four components:
Human Rights Dialogues: together with the Ministry of Human Rights supplemented by other ministries, and relevant state institutions a dialogue process has being established and the “the rights of suspects and the rights of victims” selected as the initial dialogue theme.

Human Rights Education and Academia: the first step comprises data collection and the creation of a planning base on Human Rights Educations at university level. Presently DIHR is seeking to establish partnerships with universities in Yemen and to develop pilot activitieson Human Rights education. Devising human rights university teaching, incl. teaching materials development and training of human rights teachers are likely to become the main activities in this component.

Civil Society: a Civil Society Platform is established with the participation of six Yemeni human rights NGOs. An assessment of the training needs has been made and human rights training has started. A study on the right to associate in Yemen is initiated to be followed up by training and a national conference.

Analysis and Coordination: To offer needed knowledge and data about human rights in Yemen and relevant institutions, documentation is being developed. Initially a report has been drafted about the Yemeni constitution and the human rights situation in Yemen. DIHR is coordinating with relevant international/regional donors and organisations including Danish institutions and the Technical Advisory Office, key actors in human rights organisations, and local experts.
