DIHR began its programme in Mozambique with a civil society project early in 1997. This was a pre-appraisal mission which led to the formulation of a three-year programme for human rights capacity building.

Today DIHR's work in Mozambique falls within the area of Reform of Law and State Institutions, which means that under the auspices of Danida, DIHR offers advisory services to state and government institutions.

The overall objective of the programme is to contribute to the fulfilment of international human rights through the strengthening of institutional capacities and cooperation. This is mainly done by supporting the strategic planning process as well as by implementing a vision document process within the justice sector.
