DIHR expertise covers areas such as comprehensive human rights-based reform of law and state institutions, and processes involving legislative frameworks and the justice sector. DIHR has vast experience with capacity building programmes with regard to quasi-judicial agencies, i.e. independent institutions such as ombudsman and national human rights institutions. Furthermore, DIHR has experience in inculcating human rights values in law enforcement agencies and other agencies responsible for the maintenance of security. Within the civil society sector the Institute has worked extensively to empower civil society organizations in relation to networking, advocacy, monitoring, and capacity building of human rights organizations, legal aid providers, and programmes for development of paralegals and for bridging customary and formal law. The Institute has therefore decided to explore the possibilities of defining adequate and viable intervention areas in Liberia. This includes the identification of areas of supportand establishing contacts with potential partners who have the commitment and capacity to enter into such partnerships.
